The main idea is to use water to represent hostility. When the water level rises higher and higher until it passes over a person's head, the water can drown a person. The hated were kept under water, just as prometheus took revenge on the nobles, and the more he hated, the more he trapped the nobles on the island.

Prospero's enchanted abode and the wild, untamed parts of the island highlight the dichotomy between civilization and nature.
